Promotion of export of pharmaceuticals in India: Role of Pharmexcil
Indian Pharmaceutical Industry has made phenomenal progress over the years
and made its impact in the global market. Indian Pharmaceutical industry has
been recognized as reliable source for drugs and drug intermediates, pharmaceutical
formulations. Tremendous opportunities are available for Indian Pharma industry
in post 2005 era to manufacture and export many products getting off-patented.
Its immense strength in manufacturing quality medicines at affordable prices
made the Indian Pharma industry to compete both in regulated and non-regulated
markets. This industry is playing a vital role in the Indian economy with Rs
24,500 crores export turnover in the year 2006-07.
Apart from its strengths in manufacturing and exporting Allopathic medicines,
India is known for its own systems of medicines with about 7000 units manufacturing
various Indian system of medicines viz. Ayurveda, Unani, Siddha, Homeopathy,
etc. Though strong in cultivation/manufacture of Indian system of medicines,
India's share in the global herbal market, estimated at US$ 63 billion, is less
than 0.2 percent, which shows that there is a tremendous scope for export market.
Fast growing Biotech industry estimated at about US$ 2 billion market, is a
another part of Indian Pharma industry in India, which has great potential in
the international market and which needs focused attention to improve its performance
in the international market.
Pharmaceutical Export Promotion Council (popularly known as PHARMEXCIL) has
been set up on 12th May 2004 by the Ministry of Commerce & Industry, Department
of Commerce, Government of India to represent the Drugs & Pharmaceuticals
and Healthcare Industry in the global arena. Trade associations like IDMA, BDMA,
IPA and OPPI have supported immensely in formation of the Council.
PHARMEXCIL is mandated to help its members to achieve excellence in export and
facilitate overseas buyers to find suitable trade partners from Indian Pharma
Categories under Pharmexcil
Various pharmaceutical sectors like bulk drugs and its intermediates, formulations,
veterinary drugs, herbal, Ayurvedic, Unani and Homeopathic medicines, biotech
and biological products, diagnostics, surgicals, nutraceuticals & phytochemicals
and pharma industry related services, collaborative research, contract manufacturing,
clinical trials and consultancy, etc. come under the purview of Pharmexcil.
Services extended by the Council
Council extends the following services to its members:
- To issue Registration-cum-Membership Certificate,
a compulsory requirement for all Pharma exporters in India
- To keep in communication with Indian Missions abroad,
Chambers of commerce and other related bodies throughout the world to increase
the exports of Pharmaceuticals products from India.
- To advise and make representations on behalf of
the industry to the Govt. of India on various issues like Exim Policy, Central
Excise, Customs, Countervailing duties, anti dumping duties, Market Development
schemes etc., as far as exports of pharmaceuticals are concerned
- To undertake market studies in various countries
where there is good potential for pharmaceuticals products from India
- To organise trade delegations to various countries,
participate in exhibitions at abroad to help the Indian Pharma exporters to
enhance their exports
- To obtain trade information like Trade barriers,
drug regulatory requirements etc., in various countries and disseminate the
same among members
- To take up all necessary activities for improving
the India Brand image in various countries
- To enter into MOUs with various agencies like Govt.
procurement agencies, Chambers of commerce in various countries for bilateral
assistance for improving the exports of Pharmaceutical Products from India.
- To collect trade enquiries from various countries
and disseminate the same among members
- To entertain the trade complaints received from
various foreign buyers and find out amicable solutions to the problems.
- To assist the members to get their MDA/MAI claims
cleared from Govt. of India.
Major achievements of the Council since its inception
- Signed MOUs with the Govt. / Private associations
in Philippines, Tunisia, Korea, Kenya, etc.
- Council has been entrusted with the responsibility
of taking care of export promotion of Herbal and Allied products in IndiaConstituted
a separate committee for this purpose.
- Council's Chairman being the member of Board of
Trade, council could bring various problems faced by the exporters to the
notice of concerned Ministries/officials to get quick solutions.
- Promptly attended to the problems faced by some
of the exporters due to the ban imposed by NAFDAC, Nigeria by organising a
delegation of affected exporters to Nigeria, lead by the Executive Director.
- In a short span of three years, Council has organised
three International events viz. India-Africa, Asean and GCC International
Pharma Conference at Hyderabad in December 2005, India-CIS International Pharma
Conference at Mumbai in March 2006 and India-LAC International Pharma Business
Meet at Hyderabad in June 2007, by inviting prominent buyers/ importers, FDA
officials from all these regions. Over 500 Indian delegates have attended
in each of the above conferences.
- Participated in all major exhibitions in the world.
Organised India Pavilion at CPhI, a mega event as far as Pharmaceutical sector
is concerned, in its second instance of participation, in 2006 at Paris.
- Associated with CMP and UBM India in organizing
CPhI India at Mumbai in 2006 and 2007.
